Vagrants

Previously, anyone without a contract was considered a Vagrant. With the rise of the San Saba Board, anyone that enters the Territories is considered to be under a kind of “walking contract” with the Board. If you enter the San Saba, you have agreed to be bound by the Contracts and Laws of the region, in a mockery of the end user license agreement.

Instead, those that have purposefully chosen to forsake Contracts are known as Vagrants. Vagrants are considered untrustworthy and often incriminated (rightfully or not). Only the most resourceful survive for long without the protection of the greater powers in the San Saba. Vagrants are effectively cast out of society, and are the opposite of the contract system.

Those that have committed gross violations of the Laws of the San Saba Territories may also in rare and egregious cases be declared Vagrants, and stripped of all Contracts within the San Saba. A person stripped of Contracts must remain a Vagrant for a duration outlined by a Justice of Sin at which time they can petition to rejoin the San Saba Territories as a Contractor or Stakeholder. Often those banished do not survive long enough to consider a return.

[Note: Vagrancy is an optional mechanic reserved for those that specifically opt-in to this behavior. The only way to become a Vagrant is by choice, or through significant in-character actions. Ask a ST or Gamerunner if you would like to know more.]

OPPOSITION AND NEUTRAL FACTIONS OF THE SAN SABA

One significant alternative is to align with a rival commercial interest in the San Saba Wastes, like the Lovelace Family.  While those that align with either of these factions are not truly members of the San Saba Board, they are also not entirely without protection or order.

The powerful and wealthy Quiet Folk of the Lovelace Family represent a network of their insular relatives and allies from the small town of Widow’s Peak.  They follow a system of rules and family values passed down from the Matriarch and Patriarch, but remain to themselves.  While the Lovelace Family has strong ties with the Widows of the Lone Star and the Nuclear Family and Sainthood of Ashes faiths, they do their best to stay out of the affairs of the San Saba and focus on their own instead.  They respect and follow the laws of the San Saba, but place loyalty to the family before that of any Contract.

Functionally and mechanically, Society Membership in the Lovelace Family works exactly the same as the factions of the San Saba Board.
